Simple Gumball Question

I used to be able to resize “things” (surfaces, solids, lines, etc.) using gumball. Select the “thing” grab the scale box and type in a new value for the SIZE of the object. Now it increases the size of that value.

Example:
NOW:

I have a cube 2x2x2
I gumball it in plan view and click a scale box, type 3 and the box is now 8x2x2.
It has moved the edge 3 units from the original edge.

BEFORE:
I have a cube 2x2x2
I gumball it in plan view and click a scale box, type 3 and the box is now 6x2x2.
It has moved the edge 3 units from the original center.

How do I get back to the “BEFORE” in this situation?

hmm- this is not the case here. 6x2x2.

Thanks, in some of my older files, it comes to 6x2x2 but in my more recent models it is 8x2x2. It is a setting that I cannot find.
