I can see the print width issue with with Vector output and Technical. I logged RH-83745/Print-Width-Not-Printing
However, the print width is working for me with Raster output and viewport in Technical display mode.
Is this the case for you as well?

raster maybe works but that is 100% useless option for me. it is a no go for technical drawings.
RH-83745 is fixed in Rhino 8 Service Release 13
