Rhino Common: rebuild curve non-uniform

I can’t find the matching Rhino Common method for this command:

Rebuild | Rhino 3-D modeling

Is it exposed through Rhino Common?

As a more general question, is it possible in Rhino to fit a curve with a fixed number of control points while constraining these control points (for example freezing X coordinates)?

For specific demand like this, you can not expect Rhinocommon, just use galapago.

I’ve already tried using Galapagos for this sort of problem but wasn’t satisifed with the result. Then again, the problem might have been too constrained.

Not in plain Rhino - it may be possible but, with code…
