Rhino changing my Panels all the time

After every reopen Rhino is changing which Panels are visible.
Panels rearrange (note Lights Panel moving from bottom bar to the top bar), I keep getting unwanted Panels like: Textures and Ground Plane

I don’t have any other Rhino instance running when closing one.

It looks like something is trying to collect all of the render panels in the same container. I would start by checking to see if there are any third party render plug-ins that might be causing this.
