Resize a Detail in Layout

Is there any way to resize a detail view in a layout?

Select the detail and use control points to resize it. To change the scale, enter a value in the Properties window or—for a more intuitive but less accurate method—just double-click inside the detail, which will allow you to zoom in and out.

Correct. In Rhino 6 and above the control points turn on automatically when you select.
