Why can the plane in the lower left corner of the same Rhino plane be converted into a Revit building floor component, but the other two planes cannot be converted into a Revit building floor component?

I think it is because your are trying to make a building pad and not a floor, and building pads need to be hosted by a topography. I tried your file and I had the same result as you because your two surfaces on the bottom part were outside the topography I was using. I copied then and rescaled them to make sure that they were inside the topography and it worked.
If you actually try to make a building pad from Revit outside the topography you will get the same warning.
