Print to PDF does not match the viewport's appearance at all?

I am wondering, why does my PDF export look nothing like my shaded viewport?

I have a background image with opacity that is essentially invisible in the PDF raster export. I have the streets drawn as surfaces with opacity too and only the outlines get exported.

These are not checked, though?

By default everything has 255 opacity. They have some transparency?
This would be easier to troubleshoot with a 3dm file.
