Points off on curve no effect

Hi -
Very new to things here and Im sure I must be missing something .
Curves on file - switched “Points on” for editing . selected all and "Points off " - however rhino will not retain this action and every new selection or repeat selection of curve , curves , displays " Points on " .
every new file creation displays the same .

This is going to become a very complex display . Am I missing a further command than the simple " Points Off" , F 11 . ?
