Picture jpg won't print in Rhino

I taught the issue of non printing referenced picture was fix in Rhino 6, am I doing something wrong, I need vector output for printing purpose:

That seems to be working fine in a quick test here:

Please post both the 3dm file and the output from the Rhino SystemInfo command.
