How about using _Loft between circle and a point ? (Point option in Loft)

Move the point off of the plane and use Loft with the point option.

Another option would be to use _RailRevolve: Draw the base circle, position the point where you want the vertex to be, use rail revolve with ScaleHeight=YES. This will produce a surface and you can then use _Cap (Cap Planar Holes) to close the solid.
