In the attached I would like to fillet the upper inside edges at 3". However, this causes rhino to go into a tizzy. What is the issue here causing the problems

Hello - MergeAllCoplanarFaces
to clean up the top face first. The small face near the edge is less than fillet radius deep.

I should have been a little clearer. I only need to go this far:
FIllet goes crazy in the middle:
I don’t even make these shapes up. They come straight off of blueprints. Trying to do a 3D illustration.
hello- the radius here is less than 3.
It still doe not like that location - probably because these edges are not tangent:
These two surfaces are not tangent, probably they are meant to be

Actually there are deliberately not tangent there. The radius viewed in 2D is 3". That would get changed at the edge.
The ultimate solution was to take all the curves out of the shape used to extract the profile. Then fillet those curves as part of the overall grand fillet. This is the opposite of what normally works in Rhino.
Right, I was ust attempting to answer the question as to why it does not fillet very cleanly. I would try to make simpler surfaces.
