Methods to Align the Directions of Tangent Vectors

Hi, All -

Does anyone know how to obtain the outer lines of a development diagram and align the directions of their tangent vectors in a clockwise manner?

Currently, I am using the unroll surface of puffer fish to create a development diagram for each piece of a 3D Voronoi. When making the glue tabs, I am extracting the outer lines of each piece, exploding them, and then offsetting those lines. However, when looking at the directionality of each tangent vector with vectordisplay, some pieces show tangent vectors in a clockwise direction and others in a counter-clockwise direction. Is there a way to uniformly set the tangent vectors to a clockwise direction?

I would use Flip Curve to align a given curve with a Guide one (in this case a circle):
