Make Ribbon

i want to create something like this in Rhino:

(Not The Music bars, The thing that i want is the Circle that is turned to ribbon)

How can i do this?

Ribbon command offsets a curve and creates a ruled surface between the two curves. (Please read Rhino help file to learn the basics.)
