Is it possible to arrange objects in layer like Photoshop / Illustrator

Is it possible to arrange objects in layer like Photoshop / Illustrator where the layers on top would also be in front of object of layers below it.

As an example,
Thick construction lines should usually always appear in front of thinner lines of furniture. However now object within layer are independent and furniture may appear in front of a construction line. Of course we can use the layer > select objects > arrange > bring to front. But having this fixed but make it so there will be less human errors in the drawings as this will take some time when you have 10+ layers.

I am currently on Rhino 6, so maybe this is already possible in other version, than I might just need to upgrade.
