Since there’s always a machine that’s online, the easiest way would be to install packages through Rhino on that machine. You can then find the downloaded files in the following folder and can copy these to a machine that is offline.

%AppData%\McNeel\Rhinoceros\packages

If you don’t have Rhino on the online machine, you’ll still need yak.exe and can then run that as a command line tool: Rhino - What is the Package Manager?
