How to move: End, Near, Point, Mid, Cen, Int, Perp to the bottom tool bar?

There should be a tab on the left you can grip to move.

You can drag the Osnap control. details: https://docs.mcneel.com/rhino/7/help/en-us/user_interface/using_toolbars.htm

ToolbarReset command will move it to its default position (bottom of Rhino window) after Rhino is restarted.
