Close Curve takes a curve and if that curve is open, it closes it with using the chosen settings (in this case Line)
it can work on multiple curves, will close each of them
in your case there are 3 different (unjoinable) curves
Close Curve will join the ends of each of them with a line
maybe this might work in your case:

Indeed, this demonstrates the need for understanding proper terminology. Close Curve (as in Rhino), closes an open curve. It does not connect 2 curves.
