Yes, but You REALLY need to read the manual first.

This can be done in a number of ways: Turn on control points (F10) and use the move command on the end point (or use the gumball to move the end point). Or rotate the line and then scale1d to adjust the length. Or simply draw a new line from the start point of the original to the target and delete the original. Or use the orient command. And there’s probably 10 other ways of doing it, depending on the exact type of curve, what the target is etc. But like @cadmaster said: I think you need to go through the level 1 and level 2 tutorials and also get yourself acquainted with the help file, so that you actually make an effort to learn the basic functionality in Rhino before asking the forum over and over.
