How I create a .mtl texture file?

Hi, how I create a .mtl texture file? Can I turn a .jpg file into .mtl? How?

.mtl files are associated with wavefront object only (obj file). It is automatically generated along the .obj file.
mtl is about material INFORMATION which can be either written in the obj file or separated as a file (like rhino does).
No you can’t turn a bitmap into an mtl file.

All you have to do is to use rhino to do your things, textures, materials, etc. and export as OBJ.
