How create area with holes

Hi to all

For a strange reason i can’t create a surface subtracted by the circles so i can have a final perforated surface.

the circles near the border are touching the border, so that will give issues. But do you really need a surface with >20000 holes? It will take a while to calculate and generates heavy geometry
