The object has edge tolerances larger than the (large) file tolerance. Edges are no where near the surface… not much chance of working, I would say - much better to build the object cleanly before attempting to fillet.

Thanks Pascal, but I tried with different tolerances. The fillet has already been executed, for example, only works in 0.1, if I decrease does not work anymore.
