Rhino follows the surfaces when filleting; usually with a “rolling ball” tool, so the fillet radius can not fully replace the surface.

A fillet surface is tangent to the two surfaces it follows. When the radius is equal to or larger than the width of one of the surfaces it will follow, then it can not be tangent to a the missing surface, so the command fails.

You certainly can model that surface but FilletEdge or FilletSrf aren’t the commands that will work because of the surface tangency requirement.
