Editing mesh scan to match polysurfaces

I have a scan of an object that Is mostly fine, generally I like the wobbly bits of a scan, and most of the time my objects get scaled down so that these flaws are imperceptible. BUT, I have some portions of the scan/mesh that are drastically different from reality. See images.

IS there a workflow that would allow me to pull the verticies of the mesh to a more accurate position? Im able to reproduce the object with polysurfaces, but it would be an arduous process for me to get the mesh verticies pulled to their desired location.

In the images see a scan, and see the clean approximate shape I would like.

Any other suggestions are appreciated.
