Delete Toolbar Grayed out

So I’m trying to set up my new install of RH8 with all my custom icons and toolbars. Since my R7 toolbars are cluster mess with many copies of the the same thing, I was thinking I would

1 Make a toolbar in 7, (Test) and copy the special icons to it.
2 Export that toolbar as a group.rui.
3 Import it into R8
4 Copy the individual tool icons where they should go.
5 Delete the Test.rui

This does not seem to work as Delete is grayed for the Test.rui. What am I doing wrong?

Hello - you should be able to select buttons and delete them, the overall RUI file I would simply close (File menu)
