Not sure how long this behavior will stick around. While editing a block it is possible to unhide and interact with hidden model geometry. Just a little weird, that’s all 
Interesting, i can see the reason you would want Show available (add to the block). I filed RH-83313 to take a look.
My expectation would be that the Objects would not be editable until added to the block.
