if the diameter or the radius is a decimal number the cylinder base does not correspond to the requested measurement.
As against the height of the cylinder is accurate.
the tests were done with the pop sound menu => Cylinder, the icon and the cylinder command typed from the keyboard.

could this be a problem with a comma vs decimal point?
decimals have always worked fine for me in mac rhino.
