I tried to uninstall or repair Rhino 8 but got the message to restart. When I restart, nothing resolved. Still error code 0. I try to install the error still the same.

The log analysis gives the same suggestion… Reboot. I don’t recall ever seeing this error.
Can you provide details about your environment?
Is this the first time installing Rhino on your machine?
What is the OS?
I upgraded Rhino 8.8.24170.13001 from the suggestion when opened the program. The upgrade was completed with some warning at the end which I can’t remember. After I restarted the computer, I could open the program without any issues except when I opened Grasshopper it had an error loading. So I try to uninstall and reinstall and see the problem. (The grasshopper loading error was resolve but I still can’t uninstall or reinstall. I afraid that I can’t upgraded the next time too.)
I use Windows 10 Pro version 22H2 build 19045.4412.

I completed the upgraded Rhino 8.9.24190.17001. I haven’t tried to uninstall it yet but I think the upgrade problem should be ok.
