Can I open multiple drawings in a single rhino.
In acad you can open multiple drawings whithout starting a new program.
Where are the settings if it is possible?

Rhino does not use MDI (Multi Document Interface). Each file uses a separate instance of Rhino. You can have as many instances as you want open at a time, and copy/paste between them.

Multiple files can be opened in a single instance of Rhino using Worksession. Only one file at a time can be active to change. The other ones are available for reference only. However during the session the active status can be changed to a different file, and changes made to that file.
