Background bitmap not visible in layout

Good day, background bitmap set in shaded or wire frame view works in model space.

It is not visible in layout, and not visible in print. Is this a limitation of background bitmap.

That seems to be working fine here. Please run SystemInfo and copy-paste the result here.
