Are Clusters supposed to show up in Grasshopper outside Revit?

When I create clusters with Rhino.Inside.Revit components, these clusters also show up in Grasshopper where I don’t have access to Revit components. Is this by design?

Clusters aren’t aware of the context of the document/environment. Any Rhino.Inside - Revit components are contextually sensitive and will not work while not in Revit. By Design? Clusters were around long before RiR and haven’t changed much since their introduction.

I’ll add a feature request for Rhino 9 for a RiR-Cluster component.
