Coming back to this one because the answer above is out of date now.
There is an Android app that opens .3dm directly: SRD Android CAD Viewer. It reads the file on the device, with no Rhino and no web viewer in between, and draws model space and the layout tabs the way Rhino prints them, dimensions and hatches included. It reads drawings; it does not edit them.
