Sometimes when I minimize or switch between applications, Rhino loses my tool bar layout. Not every time, but often enough to be really annoying. Doesn’t matter if I have tool bars locked. I updated my GTX 1060 drivers two weeks ago and that solved an other complaint.

Yes, it does that every now and then. Suddenly panels are side by side.
To recover the layout, you can open this folder (when the layout is ok):
C:\Users[you]\AppData\Roaming\McNeel\Rhinoceros\7.0\settings
and make copies of
settings-Scheme__Default.xml
and
window_positions-Scheme__Default.xml
Every time the layout gets messed up, close Rhino, and replace those files with the copies.
