Could anybody suggest how to make orientation result to the the dimension, same as at the end of the attached video?

Sorry, didn’t mention. The question is about layout.
And mostly about arrows’ orientation, not text.
I don’t know of a way to change the arrows’ orientation with the dimension in layout space. Putting the dimension in model space fixes the arrows’ orientation, but distorts the text. The checkbox option is to prevent this distortion.
