My cat decided to walk all over my keyboard when i stepped away for a few minutes. Came back to a flashing laptop camera as if im being recorded and every window i open in rhino has a mike and a rotation logo in it.Im not sure what command her paws typed in but its driving me nuts 
Uninstalled Rhino and it didnt help

This is something added by your GPU tool suite
It will be thinking that Rhino is a game and that you are streaming. I believe for Nvidia GPUs that is called ShadowPlay, and for AMD that’d be ReLive.
There is probably a hotkey or keycombo bound to such tool to activate when pressed.
nVidia ShadowPlay toggle is Alt + Z (which makes sense as a cat footstep–proximity)
AMD ReLive toggle may be Ctrl + Shift + R (less likely cat steps but possible 
)
