Toggle using keyboard buttons to draw between two layers ditto snap?

Rather than have to keep ticking my dims layer then the layer I am drawing curves etc on, is there a way to toggle between two selected layers to make one or other active ?

Also I am wanting then not wanting to snap to a particular layer as I trace over it, again can I toggle on/off snap to a selected layer then all layers ?

Rhino 7 has the SetDimensionLayer command that automatically puts all dimensions on a defined layer.

For V5, if you are always using the same layer names, you could look into making macros with the LayerStateManager command.
