Surface normal inconsistent with that suggested by vertices order

As shown blelow, I have a breq surface whose normal is not consistent with that suggested by the order of its vertices according to the right-hand rule.

I tried two ways to flip the order of the vertices and reconstruct the surface, i.e. reverse the list of the vertices and flip the curve created from the vertices, but the inconsistency remains.

Seems flipping the normal of the surface doesn’t affect the order of its vertices at all.

May I ask how to make the surface normal consistent with that determined by the order of vertices by right-hand rule?
