Scale and rotate between two points

Hi I was wondering how to scale and rotate a curve from a pivot point and end point then directed at a focus point like how the normal rotate and scale tool works in rhino.

Also is it possible to create a NURBS curve which end point and start point are constrained position to other points… in this case the pivot and focal point.

My goal is to have the curve always change based on the line length…
