Rhino toolbars disappeared, reset toolbar function don`t work. What happened why it don`t work?

Hey Ivan can we start with what version of Rhino you’re on, what OS and a screenshot of what your Rhino looks like now? You can run the SystemInfo command and drop the output here which will have all of your rhinos info.

Rhino8, WIN11, for most of the commands Rhino answer “unknown command”

Sounds like almost none of the plug-ins got loaded - most commands are contained in internal plug-ins and they are in the list in Options>Plugins. The toolbars are also native McNeel plug-in. Please run SystemInfo in Rhino and post the results here.

Something is completely borked with your install. I would first try a repair from Windows>Programs.

I will reinstall Rhino, lets see how it work
