Rhino 8 UI "Show Toolbars..."/Libraries right click bug

Has this been posted anywhere yet? Right click Library-related lag, wrong size, resizing.

Rhino 8 SR4 8.4.24009.13521. Open Rhino, blank model, right click on a toolbar blank spot, select “Show Toolbars…”, lags, menu flashes open in a long cascade longer than the Rhino window itself, then resizes down to some smaller size that seems unrelated to the length of the default “Library” list to choose from. Behavior persists no matter how long the Rhino session is open.

I feel like I’ve seen this happening throughout Rhino 8 but this is a pretty glaring example out of the box.

Yes, I see the same thing if I right click in a blank space and choose “Show Toolbars”. I don’t see it if I go to Window>Toolbars or type “Toolbar”. Both of those seem to open a different dialog.
