I have just bought Rhino 6 only a couple of months before Rhino 7 came out. Do I need to buy a new license for Rhino 7 or is there a way to upgrade without paying?

Unfortunately you will need to buy an upgrade. There are no free upgrades even if you bought your license a couple of months (or even days) before the next version came out.
You can however download the eval version of V7 and use that for 90 days, which might make buying the upgrade license 3 months from now seem not so painful…

If you’re going to upgrade, you might not want to wait 3 months. There is currently a promotional upgrade price that expires 10-Mar-2021.
