Hello! I wonder if anyone can give me insight here. I am trying to create a loft that passes through a number of circles. If I ask it to match start and end tangents, I get this weird result, where the tangent is matched on one side of the cylindrical surface, but it is perpendicular to the surface on the opposite side. What is going on? I’ve tried a new document, recreating the circles and surfaces carefully, moving the seam, and so on, always with the same weird result. Is this a bug? I am using Rhino 7.

Thanks for you feedback, I also found the same issue with your provided file and I will forward it to our development engineer to confrim. I think you can via MatchSrf command to fix the cureent issue, I made a video for you reference. Hope help to you.
