Partition and Split list

Hi all,
I have a question.
I want to filter out the numbers greater than 3 and arrange them in order from top to bottom. As long as there are more than 3, they will be automatically divided into one group. As shown below, they need to be divided into 3 groups.

Sorry, that was too simplistic. I used the text panel list that @ftzuk kindly provided.
Your verbal description is poor, not sure if Sort List is expected?
