Circle Packing in Enclosed Boundary - Unwanted Overlap

Hi there. I am working on a definition that packs random radius (within a range) circles in an enclosed boundary. It works pretty well except that the resultant circles sometimes clip into each other. I have tried fiddling with all of the settings in the ImgCircles component to no avail. Any ideas? Maybe the definition I am working on is the wrong approach. I have tried several other definitions that tackle this problem with varying degrees of success from this very forum.
