How do I extrude the curves off the surface normals?

Hello all!

I would like to extrude these curves off the surface to create fins but i’m currently facing difficulties.

Appreciate if you could advise on how to proceed.

1：First you can create a work plane
2：Then the offset curve on the plane

If it doesn’t take much of your time… may i further ask how do you extrude the faces to create thickness?
