Hello, I wonder if it is possible to synchronize OSM data (roads, buildings, rivers) with data from an ASC file (topography) so that the two locations correspond? I’m using the plugin Elk to import OSM data and the plugin docofossor for topography.

If you are open to using a different add-in, Heron can import OSM and ASC with corresponding locations. Here’s an example for Pittsburg:
