Quick solution = subd. Should be able to get quite close very quick.

Either by Nurbs or SubD modeling, although SubD would certainly be easier
please post some file - how far did you manage to model it ?
at least draw some sections to catch the dimensions.

To be honest it kind of looks like fun to model. Where I would stall is on some of the missing details: Like how does the walkway join the building.
Before doing anything in Rhino look at the image and think about the major forms and how they are related
Each building has a center egg like shape. Large holes are cut into the sides. At the bottom of the holes are protruding shapes, “balconies” which blend into the center shape. Arching flares, “awnings”, surround the sides and tops of the holes and blend into the balconies. There are distinct creases between the awnings and the center shape.
Here’s a very quick version of it. Slight differences compared to the picture. It would have looked way better if I wrapped those window shade things underneath the structure like the picture… but time/engergy… To be honest I needed a bit of practice. I left the steps I took as I went along (the lines/surfaces massaged a bit as I went). Lots of Blendsrf, Blendcrv, Matchsrf, Match (curve), pulling lines onto curves, EdgeSrf. You’ll really use a lot of different techniques so I wouldn’t recommend it for a first project, but once you’re done you’ll have quite the skillset built up.

You can have a gander and at least you’ll have one idea of how to get started. To “really” model this you’d have to decide how you intend to actually build it, what it intends to achieve, etc…
