I am new to Grasshopper and followed some tutorials, but still stuck after searching the forum. Hopefully someone can help out

Trying to create a curve that goes through various points. The points are local minima and maxima and should be part of the curve. Is there a specific Grasshopper function that allows to use these points as such?

The curve then needs to be offset in y (both direction or mirror) with a variable distance. The changing distance should mimick a fat tail distribution: no offsett at one end, and a maximum offsett at the other. I am however unsure on how to do this.
I specified as much as i could inside the Grasshopper file to make this clear. Scribbles and drawings should help.
Any help and idea is much appreciated, thank you!
