Fit curve into radius tolerance patch?

Hello,

im trying to take a “jagged” curve and make it fit tolarance of 3inch radius.
im getting error results.
any idea where im failing?)
A= original
B= fit curve to smooth a bit
C= patch to fit specific curve results, just sections ?!?

how can i make it a over 3" raduis tolarance curves ?
all i get is segments.
