There is a first version of tool in Nautilus 1.9.9.3. It replicates quite exactly the code of the AddOn for Blender by Boris Okunskiy, but there are some changes. It is a quite hard tool to use, I will surely make new versions.
It needs a weighted mesh and as it doesn’t really exists in Rhinoceros, I used UV for the weights. Weight of 1 on vertex will enable the vertex to Growth. I use the U value, there is a Disk Component that outputs a good Mesh


In blender component the noise Vector Field is hard coded, in my tool you can plug whatever Vector Field.
As I didn’t have a version that works like in Blender (using Blender Geometry, replacing it with new ones, using History) I outputs all the mesh results.
There is a time limitation (in seconds) and a calculation button.
