Custom toolbar and display mode available to all users on single machine?

I have a custom macro/toolbar and a custom display mode set up. I need anyone who logs into this computer to have that same toolbar/display mode. Is there a way I can have them show up for every user who launches rhino? Would they all have to use the same rhino license? Or does every user have to manually upload those items?
